The Fraser report is a well know independent research company that issues annual report cards on schools in Ontario.  The annual report cards for the Ontario schools collect a variety of relevant, objective indicators of school performance and sift it into a summary report on schools in Ontario.  It's an easily accessible, public document so that parents and students and taxpayers can analyze and compare the performance of individual schools throughout the province. Each school’s overall rating answers the question, “In general, how is the school doing academically?” The elementary school report card was introduced in 2003. The current secondary school report card was introduced in 2007.
